Dr. Florence N. Masembe Kasirye, appointed as a Member of the Uganda Veterinary Board in May 2000, currently serves as the Registrar and Secretary of the Board. In this capacity, she oversees the registration and licensing of veterinary professionals, ensuring adherence to national standards and ethical practice. With decades of service in veterinary regulation, Dr. Kasirye has played a central role in shaping Uganda’s veterinary profession through policy development, professional compliance, and capacity building. 

She has actively represented the Board’s perspectives on critical legislation, including the proposed Veterinary Practitioners Bill, 2023, as highlighted in the reports of the Parliament of Uganda. Beyond her regulatory duties, she is recognized for her advocacy on animal welfare, public health, and professional development, consistently promoting the integration of veterinary services into Uganda’s broader socio-economic growth. Her leadership continues to strengthen veterinary governance and safeguard both animal and human health.
